    Combined responsibility for enterprise information systems, the PMO and cyber risk management.

    • Led the implementation and day-to-day management of enterprise information systems based on Salesforce and GIS, serving ~300 active daily users.
    • Matrix-managed ~15 technology specialists across application, data, support and infrastructure teams.
    • Formulated and executed the organisational technology roadmap, defining milestones and success metrics (KPIs).
    • Developed and rolled out cyber risk management procedures, and delivered courses and workshops to activity managers across the organisation.
    • Led vendor and integrator negotiations and cross-departmental integrations, improving internal workflows and the digital customer experience.

    Overall responsibility for GIS applications and the geographic data layer at the "Erez" coordination and liaison administration.

    • Overall responsibility for GIS applications and geographic data at the "Erez" coordination and liaison administration.
    • Led the migration to an open-source environment; specified and managed development of the "Or" movement-coordination application.
    • Established and maintained extensive databases, and validated data through aerial photo interpretation and cross-referencing of sources.

    HIT — Holon Institute of Technology

    Founded the Projects Center from scratch, in parallel with roles at the Survey of Israel.

    • Established and led the Projects & Industry Collaboration Center; managed ~20 mentors and domain coordinators and hundreds of student projects.
    • Led product development from user requirements specification through to POC in GIS, cyber, IoT, AI/ML, SaaS and Fin-Tech.
    • Lectured in GIS, innovation, software development and project management in the Faculty of Exact Sciences.
    • Wrote annual and multi-year work plans and managed interfaces with government bodies and leading companies.

    Survey of Israel

    End-to-end development management of a national system.

    • Managed end-to-end development of the National Cadastral Database; led a team of 4 developers and matrix-managed ~8 staff.
    • Ran the POC, analysed processes and needs, wrote technical specifications and developed a user-focused product.
    • Worked continuously with Enterprise Architecture (EA); initiated a collaboration with HIT to develop applications for the organisation.

    • Full responsibility for company operations, budget accountability (P&L) and annual revenue of ~NIS 3,000,000.

    • Defined product roadmaps and managed complete software projects — from needs analysis to deployment and maintenance at the client site.

NCDB — National Cadastral Database

A national system managing the cadastral data of the State of Israel. I managed development end to end — from POC and needs analysis, through technical specifications and work with Enterprise Architecture, to a user-focused product.

A training application for paramedic-course trainees and ambulance drivers: 340 multiple-choice questions across 33 topics, 55 voice anamnesis cases where the patient talks back and AI gives feedback, 34 full PHTLS field scenarios and a management dashboard. Built for United Hatzalah trainees, Sha’ar HaNegev group.

Smart Campus · HIT

An IoT project on the HIT campus: dozens of sensors and a LoRaWAN communications network monitoring living conditions and air quality in classrooms and laboratories, with a UI making the processed information accessible to end users. Extended towards information security, pollutant monitoring, illumination, recycling and AR-based visitor services.
